I think the times that Neal's anklet is brought up in public (the classroom where Peter says "I wear a badge, he wears a tracking anklet") you can really see a whisper of emotion that passes over Neal's eyes (well done Matt).
With all the other emotions swirling around in his mind at this time I can see Neal not appreciating this little game. I do hope that Blake gets his point acrossed.
