I agree with you about Peter but then it just leaves me with the question about Fat Charlie. It's obvious that both Mozzie and Neal trust him implicidly to provide equipment to them that does not fail because their lives depend on that. The only thing I can come up with is that Fat Charlie just got the pulley returned and had not checked it out yet so perhaps it was lying around and Peter grabbed it.
