Thanks - as I've noted in the comments to the crossposting in WhiteCollarFic, I used the silly paperwork threat as a plot device to get Neal, Peter and Hughes into the same room. When I started to write it "in canon" it just kept running away from me, and I wanted to keep this under 1500 words (it was skyrocketing to over 4000 the way I had first started it).

Of course, now that it's published and commented on, I realized how I could have written it, short and sweet and much more in canon.
