I just read an article about the problems with "Quantum of Solace" - it was affected by the screenwriters strike, and instead of holding off production, the producers decided to just fill in the blanks with pointless action sequences.
I do agree that watching Bond and M interact is the best part of the movies. She's both exasperated and admiring - he's a bullet, but he's going to be her bullet.
