As I noted to an earlier poster, I was rewatching Copycat Caffrey after I published this, and I thought...yeah...I got it right. You really don't often see Neal get angry about the tracker, but I think he's really embarrassed by it - NOW (S2) and particularly with people whom he may want to have think well of him (i.e., his colleagues and co-workers).
I think this is all part of Neal's maturation process.
