I am a history student, not a lawstudent but as far as my understanding goes Neal's situation as described in the series is disturbingly similar to contract slaves in the late 18hundreds. There are some restrictions as to what can be done with and to him, but there is still the problem of how he would go about enforcing the rules if it is a) a grey area and b) no matter what is written down, in the end it is often about who you know and not what you did. And c), my personal favourite, let's spell out Stockholme and that known troubles might always seem to be preferable to total insecurity.
