I think Moz meant that Neal tends to get involved with woman he's conned (Kate), he's worked with/stolen from (Alex) or women who've tried to arrest him (Sara) - it was something that Moz had pointed out two eps previously.

And right now, Neal's relationship with Rebecca is founded on a huge lie - like his relationship with Kate. And Moz is wise enough to be troubled by that.
