Good point about the lack of racial accuracy! Perhaps the producers didn't want to stereotype?

Perhaps the laws have changed since the go-go disco era, and perhaps Rubell didn't own the license? The NYS Dept of Corrections website says:

3. FROM WHAT LICENSES AND EMPLOYMENT ARE OFFENDERS BARRED?

Legal bars to licenses and employment are contained in various laws enacted by the State Legislature. Some examples include ... licenses to sell liquor wholesale or retail ... This is not a complete list.

And I do agree, the two-mile radius is just a convenient plot point these days.
